Presentation Topic: The Transforming Rail in Virginia (TRV) Program
Abstract: The Governor’s announcement in December 2019 was the mid-way point in a more than three-year long negotiation with CSXT for an initial $3.7b transaction. Virginia would purchase roughly half of CSXTs operating right-of-way and other supplemental CSXT lines for $525m to establish State controlled rail corridors, while also investing an initial $3.2b for near-term infrastructure expansion. The TRV program envisions a four-track corridor from Washington, D.C. to Richmond, VA (with the exception being the two-track section through the Town of Ashland) in a full, final build-out condition. The current TRV program is expected to be constructed in phases, starting with the most congested portions of the corridor, namely the Potomac River crossing and section into Washington, D.C. and the conflicts between the Franconia-Springfield to Alexandria area. There are two phases developed through 2030, which will include the new Long Bridge, 3rd and 4th Tracks from Washington, D.C. to Lorton, VA and six strategically located sidings between Lorton and north of the Town of Ashland. The critical attributes of the transaction were the environmental due diligence work; partitioning of the right-of-way; division of assets; basis of design for infrastructure; basis of design for signal systems; service plan development; phasing of the construction program around operational capacity to determine an initial 10-year infrastructure plan.

Speaker Bio: Fyiad Constantine is a licensed Professional Engineer currently supporting Virginia’s initiatives, through the Department of Rail and Public Transportation (DRPT), to develop a dedicated, State owned passenger rail corridor. Prior to joining DRPT, Fyiad was a structural engineering consultant for over five (5) years providing engineering and project management solutions for both horizontal and vertical construction. Fyiad also performed various engineering functions while at the Class 1 freight railroad, CSX Transportation, where he spent just over ten (10) years of his career. Fyiad is a member of ASCE, AREMA, and Tau Beta Pi engineering honor society and is licensed in Washington, D.C., Maryland, Virginia, Michigan, and Florida. When not working, Fyiad enjoys spending time with his family and hiking, running, and cycling.
