Abstract: Innovative intersection and interchange designs help us continuously improve safety and efficiency on our roadways by changing vehicle, pedestrian and bicycle movements at conventional intersections. This provides transportation agencies and local communities with new, alternative options to reduce delay, increase efficiency and provide safer travel for all road users. This presentation will include a discussion of design considerations and benefits of roundabouts using the Kingsland Road and Hopkins Road as a case study.

Joe Fecek, PE – VDOT Richmond District L&D Engineer, VDOT
Catherine Sydnor, PE, is the roundabout practice lead in Virginia for Kimley-Horn. Her practice includes managing a variety of roundabout projects for VDOT and municipalities in the Commonwealth of Virginia including intersection alternative reports; construction plans; plans, specs, and estimates (PS&E); guidelines development; and roundabout peer review.
A UVA graduate, Catherine has been with Kimley-Horn for 10 years.
Joe Fecek, PE currently serves as the Assistant District L&D Engineer for the Virginia Department of Transportation in Colonial Heights, Virginia. He is responsible for the delivery of preliminary engineering projects for the VDOT construction program within the District. He oversees in-house and consultant road design, hydraulics, quality control, cost estimating and PROWAG guidance. He is also heavily integrated into the Richmond District’s Planning and Local Assistance Program efforts as a technical advisor and contributor. Joe currently sits on the VDOT Innovative Intersection Committee as a District representative and served as a SME practitioner representative on the VDOT Road Design Manual roundabout revision panel.
Joe has over twenty years of public and private highway design and project delivery experience including the last 12 years with VDOT. Joe is currently a registered engineer in Virginia and Pennsylvania and holds a Bachelor of Science degree in Civil Engineering from The University of Pittsburgh in Pittsburgh, Pennsylvania.
