Abstract: Virginia DEQ has relied on outdated and uncoordinated materials to communicate engineering practices for stormwater management at land-disturbing sites. The Erosion & Sediment Control Handbook, Stormwater Management Handbook, and Chesapeake Bay Local Assistance Manual are each over or approaching thirty years of continued use. Further, DEQ last updated its BMP Specs in 2011. Over the years, stormwater management has progressed greatly, and manufacturers have developed new products to reduce erosion, control sediment, and reduce runoff that impairs water quality. New BMPs are also designed to adapt to the impacts of climate change. Likewise, the Code of Virginia and Administrative Code have changed significantly.
Further, DEQ has updated its materials related to construction stormwater with memoranda and guidance documents. DEQ is reviewing these materials for consistency with Governor Youngkin’s Executive Order #19, which establishes the Office of Regulatory Management.
This presentation provides an overview of DEQ efforts to consolidate Stormwater-related policies and regulations and update the above-mentioned materials to produce a new Stormwater Handbook – which will be a living document that is continually updated as regulations, science and engineering practices evolve. This presentation also describes the process to engage stakeholders. As a national leader in its surface water protection efforts, DEQ aspires to produce the “best-in-class” Stormwater Handbook among US states.
Presenters: Scott Morris, P.E. and Chris Soldan, P.E.
Scott Morris, P.E. – Director of Water Division, DEQ, is a licensed Professional Engineer with a demonstrated history of working in the water industry and government administration. In 2022, Scott joined DEQ as the Chief Deputy and was quickly selected as the Director of the Water Division. Prior to his time with DEQ, Scott worked with Chesterfield County for 10 years in various leadership roles including plant manager and assistant director of Utilities. Prior to working for Chesterfield County, Scott worked for the City of Richmond as chief operator and plant operator for four years and served six years in the U.S. Navy as an engineering laboratory technician. He has served on the Virginia Biosolids Council, as an alternate board member for both the South-Central Wastewater Authority and the Appomattox River Water Authority, and is active in numerous water and wastewater professional organizations.
Scott has experience in wastewater collection, treatment and management, water treatment and distribution, industrial pretreatment, budgeting, operations management, environmental engineering, government, and strategic planning. He has a doctorate in Business Administration, Cognate of Leadership from Liberty University, as well as Master’s degrees in both Business Administration and Information Technology from Virginia Commonwealth University.
Chris Soldan, P.E. – Water Resources Engineer, Arcadis, is a professional engineer in Virginia with over 16 years of experience in water resources engineering. He focuses on water management including the design and implementation of stormwater BMP retrofits, inspection, and condition assessment of collection systems, MS4 permitting compliance, erosion and sediment controls; stream restoration design; floodplain, resiliency, and drainage improvements; and water & wastewater treatment systems. He received a B.S. in Biological System Engineering from Virginia Tech. He is also a certified Combined Administrator for Stormwater Management and a certified Urban Nutrient Management Planner in Virginia.
