Abstract: The Cobbs Creek Reservoir project represents a $280 million investment to secure Henrico County’s drinking water needs for decades into the future. The reservoir will be a 14.7 billion-gallon impoundment located in Cumberland County, Virginia that provides off-line storage and augments the flow of the James River. Water will be pumped from the James River to fill the reservoir during periods of high flow, and released back to the river from the reservoir during low flow periods. Project components include a 3,850 ft long by 160 ft high zoned earthen embankment dam, a 150 million gallon per day river intake and pump station, and 4,000 linear feet of 72- and 84-inch transmission pipeline connecting the reservoir to the river. This presentation will highlight and discuss elements of the design and on-going construction.

Speaker Bios (L to R):

Mike Wooden, P.E. is a Vice President with Arcadis and leads their water practice in central Virginia. His experience includes more than 25 years managing the planning, design, and construction administration of large capital water projects in the US and Europe.

Emily McConnell, P.E. is the Capital Projects Manager in the Construction Division of Public Utilities with Henrico County leading the Cobbs Creek Reservoir Project.  She has 9 years of experience working in water and wastewater design, operation, and construction.  When not at Cobbs Creek, Emily enjoys baking and hiking with her family.

Gary Horninger, P.E. is the Assistant Project Manager for Schnabel Engineering for the construction of Cobbs Creek Reservoir. He recently celebrated 24 years with Schnabel and has been in the industry for over 30 years. Gary has experience primarily related to construction and dam engineering. He is a past president and member of the Board of Directors for the Eastern Pennsylvania and Delaware Chapter of the American Concrete Institute.
