To help fulfill the agency’s mission to provide public safety, the Division of Dam Safety and Floodplain Management is seeking a dynamic individual to join the team as a Regional Dam Safety Engineer stationed in Charlottesville, Virginia and serving Dam Safety Region V in the Commonwealth of Virginia. DCR is responsible for implementation of the Virginia Dam Safety Act ( 10.1-604 et seq.) and Impounding Structure Regulations (4VAC50-20) to safeguard public safety needs of the downstream community, and to ensure regulated dams are constructed, operated, and maintained in compliance with the Act and Regulations.  The incumbent of this position will be the principal staff contact with dam owners, consulting engineers, and governmental officials for the impounding structures that need to comply with the provisions of the Commonwealth’s Dam Safety Act and the Virginia Soil and Water Conservation Board’s Impounding Structure Regulations.  Specifically, the Regional Dam Engineer will be responsible for but not limited to conducting safety inspections in accordance with the Code of Virginia; ensuring dam owner operation and maintenance certificates and permits for regulated dams are issued; ensuring fees are collected prior to certification or permit issuance; and ensuring permitted work is monitored in accordance with Code of Virginia. This position will also be responsible for ensuring all required technical documents are accurate and acceptable according to regulations; ensuring emergency action preparedness plans are developed according to regulations; and compiling electronic/hard copy files for the maintenance of inventory records of impounding structures as well as maintains information for weekly reports. The incumbent of this position will also provide/present training to the public as needed related to dam safety program topics; and provide customer service in person by phone/email/written correspondence to dam owners, government officials, and agency team members as necessary.  The successful candidate must be a licensed professional engineer in Virginia.

DCR also seeks a Dam Safety Engineer for the Richmond office skilled in mapping, GIS and water resources.  This position serves as the principal staff for performing Dam Break Inundation Studies in accordance with § 10.1-606.2 and for simplified inundation studies pursuant to § 10.1-604.1. Dam Break Inundation Studies and simplified mapping for Low Hazard Dams shall utilize various hydrologic and hydraulic software such as the Army Corps of Engineers HEC-HMS or HEC-1 program, HEC-RAS, etc. The position will be the point of contact for dam owners and localities on mapping issues. The position will work with and advise the regional engineering team and management in determining best technologies for mapping and to keep strategies and techniques current and cost-effective. The incumbent of this position will provide oversight of database operations for producing required reports and for maintaining the accuracy and completeness of the records. The position will develop and implement strategies to advance dam owner and locality understanding of the need for accurate and up-to-date Dam Break Inundation Studies. This position will also participate as part of the emergency operations team.   The successful candidate must be a licensed professional engineer in Virginia.
